As per my information there is no border barrier for it but you have to be International Associate if you are not from United States.
So if you are interested you have to apply for Internation Associate (IA) for CPA first.

The first thing you should know is that the AICPA does not license CPAs
in the US. Licenses are granted by the individual states. Each state
has different requirements for becoming a CPA. For a handy chart that
summarizes all the requirements, go to:
http://www.nasba.org/NASBAfiles.nsf/3BC653050D2D8FA086256C1B00792FF5/$fi
le/CPAPractReq2002.PDF.
Once you decide in which state you would like to be licensed, you should
contact that State Board of Accountancy for further information on the
requirements. You may be requested to send a copy of your university
transcripts to that state in order for them to verify your educational
qualifications. They would then tell you what additional courses you
would have to complete before you would be permitted to sit for the CPA
Exam. It is possible that you would be able to complete those courses
in the country where you are. There is not a specific list of
"qualified universities." For contact information at each of the State
Boards of Accountancy, go to:
http://www.aicpa.org/states/info/index.htm.
Once your educational qualifications meet the requirements of the state
that you are working with, you would then sit for the CPA exam. It is
offered only in the United States. After passing the exam, and meeting
any experience or other requirements, the State Board of Accountancy
would issue you a CPA. Once you become a CPA, licensed by one of the
states in the US, you would be eligible for full membership to the
AICPA.
