I don't remember cost of each CAT paper but i am sure starting from ACCA part 1 is less costly than passing all papers of CAT.
No you don't have to pay any exemption fee.

Costs Schedule

CAT Introductory Level Sterling 32

CAT Intermediate Level Sterling 32

CAT Advanced Level Sterling 37

ACCA's part 1 fee Schedule

Part 1 Exam Fee Sterling 43

CAT completion will give you exemptions from part 1's three papers at the expense of CAT's 4 papers so you need to give 4 papers after paper 5 for CAT contrary you need to attempt 1.1,1.2 and 1.3 after paper 5 ........choice is your's.............but you can save sterling 62 after completion of CAT because you don't need to pay such fee for registartion because transfer is automatic................another advantage of CAT completion is that you can also save paper 2.3 Business Taxation fee because if you chosse to sit in papet 9 of tax then you will never required to retake 2.3's tution.......
