I don't think Bill Gates could not answer this question because he is daddy of operating systems. :p and this is because of root structure of Windows operating system.
It is ms dos stuff :)
you can create "lpt1" folder and many others as well. :)
But there are some ways to do it and now i have forgotten i tried it in early 2003 or late 2002.
Good Luck with new finds ;)

Microsoft resource library contains articles about this issuewhen it was faced years back. Bellow text is from one of such articles.
Microsoft has released a patch that eliminates a security vulnerability in Microsoft® Windows 95. The vulnerability could cause a user’s system to crash, if they attempted to access a file or folder whose path contained certain reserved words. Issue DOS device names are reserved words, and cannot be used as folder or file names. When parsing a reference to a file or folder, Windows correctly checks for the case in which a single DOS device name is used in the path, and treats it as invalid. However, it does not check for the case in which the path includes multiple DOS device names. When Windows attempts to interpret the device name as a file resource, it performs an illegal resource access that usually results in a crash. Because it is not possible to create files or folders that contain DOS device names, it would be unusual for a user to try to access one under normal circumstances. The chief threat posed by this vulnerability is that a malicious user could attempt to entice a user to attempt such an access. For instance, if a web site operator hosted a hyperlink that referenced such a path, clicking the link would result in the user’s machine crashing. Likewise, a web page or HTML mail that specified a local file as the source of rendering information could cause the user’s machine to crash when it was displayed. If this happened, the machine could be put back into normal service by restarting it.

Would it be called a bug or something else?
shahid_fss - 15 Jul 2006, 05:04 pm
Yoshiko in Pakistan a little story is very popular.
A person started listning the love story of Heer (woman) and Ranjha (man). He listened the story whole night and in the morning when story was over he asked the teller.
Was heer man or woman?
Mariam - 16 Jul 2006, 12:55 am
yoshiko according to shahid's post it is bug.Laykan shahid sahab how is it bug?
shahid_fss - 16 Jul 2006, 04:36 pm
No I didn't say its a bug but you can call it a bug (infact that was a bug and windows stopping you from creating a folder is a bug-fix rather than a bug). I think they had the only choise to fix this bug by banning such file names.
As you say "Na rahey baans na bajey baansuri"
I posted a whole article above which clearly tells the story of this issue and that is from microsoft not from me.

The Microsoft team made Windows, and they put this feature in themselves.
Kindly dont sensationalise the news, even a kid of the microsoft team could answer your question.
Kindly give proof that Bill Gates could not answer your question, or STOP putting such unverified news on the forum.
