Just want to confirm one thing, ACCA website states that to be eligible for scholarship "You have paid your fees for the year ahead, and
You have no other fees outstanding"

Which fees are they talking about? I called ACCA and the lady said, "I am assuming its annual subscription fees" as she was not sure.

And how many of you are applying for it? Have u written scholarship letter?

They are talking about annual subscription fee and If you claimed any exemption it those fee shouldnt be outstanding .
